Many of the problems faced by injecting drug users also present barriers to the control and treatment of HIV and AIDS. Many of theses barriers are in the legal system.
In a recent address at AIDS2014 Conference in Melbourne the Honourable Michael Kirby put it this way:
The law can be a guardian of people who are vulnerable and who are sick, but the law can also be an awful nuisance in this area of HIV and AIDS. (reported in The Conversation, 23 July 2014)
