Copy letter, Sir Henry Parkes to Alfred Deakin, 26 May 1892:
'I am sorry that you did not take up the question I suggested of entrusting Federation to the Peoples rather to the Governments of the Colonies. These Governments are so hampered by parochial questions (which is one of the strong reasons for Federation) and their very decisions are so weakened by petty considerations of party, that the difficulty is immense in making Federation an ordinary Parliamentary measure.'
