“There were scenes of intense excitement in the vicinity of the Houses of Parliament at Westminster from an early hour this afternoon.

The announcement that the decision of the Cabinet on the war situation would be communicated to the House of Commons drew large crowds of people, anxious to learn whether England intended to preserve an attitude of neutrality or would join with her partners in the Entente — France and Russia — in fighting Germany."
